If you want a budget 12v underwater light then this is not a bad one to get. It is dual colour between either white or blue and is max 720 Lumens. Note: Like all good underwater lights it is water cooled so do not run with it on whilst boat is on the plane as the light will be out of the water.

White in colour, it is surface mounted and has a 316 stainless surround. Running on 10 - 30 Volts, it has an IP68 waterproof rating and a 1400 Lumen output. Dimensions are 170mm X 50mm X 21mm. It is supplied with the 6 gauge stainless screws needed for mounting.
